Moving Red Deer Forward:  Multimodal Transportation

Resolved that Council of The City of Red Deer having considered the report from the Planning Directorate dated July 10, 2017 re: Moving Red Deer Forward:  Multimodal Transportation Plan hereby approves the Moving Red Deer Forward: Multimodal Transportation Plan, including the amended map on Page 15 and as amended at the Council meeting, as an implementation plan to guide future planning and budget recommendations; future projects will be subject to public participation using the Dialogue Toolkit.

Warming Centre Development Permit Approval

Resolved that Council of the City of Red Deer having considered the report from Inspections and Licensing, dated June 28, 2017 re: Warming Centre Development Permit Approval hereby approves the application submitted by Central Alberta Safe Harbour Society (the “Applicant”) for a Development Permit for a Temporary Care Facility for a daytime warming centre until April 30, 2020, with two 9.0 m2 shipping containers (Accessory Buildings), as shown on the plans filed with Inspections & Licensing (collectively referred to as the "Approved Plans"), on the lands zoned DC(19) Direct Control District, to be located at 5256 53 Avenue (Lot 2A, Block 4, 762 2029), subject to the conditions listed below:

 

1.         A Development Permit shall not be deemed completed based on this approval until all conditions except those of a continuing nature, have been fulfilled to the satisfaction of the Development Officer.

 

2.         All development must conform to the conditions of this Development Permit and the Approved Plans and any revisions thereto, as required, pursuant to this Approval. Any further revisions to the Approved Plans must be approved by the Development Authority.

 

3.         The Applicant shall repair or reinstate, or pay for the repair or reinstatement, to original condition, any public property, street furniture, curbing, boulevard landscaping and tree planting or any other property owned by the City which is damaged, destroyed or otherwise harmed by development or construction on the site. Repairs shall be done to the satisfaction of The City of Red Deer. In the event that the City undertakes the repairs the Applicant shall pay the costs incurred by the City within 30 days of being invoiced for such costs.

Rezoning of  4718 19 Street

 

Mayor Tara Veer declared open the Public Hearing for Land Use Bylaw Amendment 3357/X-2017.  As no one was present to speak to the bylaw, Mayor Tara Veer declared the Public Hearing closed.

SECOND READING: That Bylaw 3357/X-2017 (an amendment to the Land Use Bylaw to redistrict 4718-19 Street from A1 Future Urban Development District to C4 Commercial (Major Arterial) District and A2 Environmental Preservation District) be read a second time.

 

Prior to voting on Second Reading of Bylaw 3357/X-2017, the following motion to amend was introduced.

Resolved that Council of The City of Red Deer hereby agrees to amend Land Use Bylaw 3357/X-2017 by adding a new item 5 as follows:

 

5.     Section 8.22.2 Areas Specifically Exempt from a Particular Use is amended by adding the following new regulations:

(f)     On 4718-19 Street the following uses shall not be allowed as either permitted or discretionary uses:

                (i)     motor vehicle sales.

1.         That The City of Red Deer reaffirm its advocacy position  to the province with respect to shelter, mental health and addictions; and

2.         Requests that administration work with the Central Alberta Safe Harbour Society, social agencies, the RCMP and the community partners, as it relates to the Railyards district, to develop a plan to respond to community concerns with respect to crime, vandalism, cleanliness and safety and bring back semi-annual updates as to progress.

1.         To make a written request to the Alberta Community Council on HIV and the Chief Medical Officer of Health and to the Minister of Health and the Associate Minister of Health to allow the full completion of the two-phase Needs Assessment as originally outlined with the original completion date of September 30, 2017; and

2.         That Council of The City of Red Deer be provided with a completed copy of the two-phase needs assessment; and

3.         That after reviewing the report, The City of Red Deer submits their position on the matter no later than December 31, 2017.

NOTICES OF MOTION

 

9.1.

Notice of Motion Submitted by Councillor Ken Johnston re: Need for Hospital Expansion

 

Moved by Councillor Ken Johnston, seconded by Councillor Tanya Handley

 

Whereas the Municipal Government Act charges municipalities to provide and sustain a good quality of life for all citizens; and

 

Whereas health care is an essential quality of life marker for citizens; and

 

Whereas the Red Deer Regional Hospital plays an essential role within Alberta Health Services and the Central Alberta zone as a primary health service provider for our citizens and regional population; and

 

Whereas Red Deer Regional Hospital is the fourth most referred-to facility within the Alberta Health Services; and

 

Whereas in a December 2015 Needs Assessment1 of the Red Deer Regional Hospital, Alberta Health Services stated that:

            “Programs which are operating either at or beyond capacity within the Central Zone have been targeted, analyzed and described in this Needs Assessment. These programs are as follows:

* Interventional and Procedural Services       * Ambulatory Care Services

* Emergency Services                                     * Addiction and Mental Health Services

* Cardiac Science Services                             * Clinical Support Services

* Maternal Child Services                               * Non-clinical Support Services” and

 

Whereas Red Deer Regional Hospital was previously identified in Government of Alberta infrastructure priorities as the 4th in a list of 17 priorities2; and

 

Whereas in the 2016 Alberta Health Services Multi-Year Facility Infrastructure Capital Submission3, the Red Deer Regional Hospital is no longer identified in the list of priorities and was excluded from capital funding; and

 

Whereas strong community, physician and Red Deer Regional Hospital Foundation support for capital hospital expansion in the Central Zone has been identified; and

 

Whereas municipalities within the Central Zone have an advocacy role to play on behalf of citizens;

 

Therefore be it resolved that Council of The City of Red Deer advocate to the Province of Alberta and specifically the Ministry of Heath regarding the urgent infrastructure needs of the Red Deer Regional Hospital and raise this issue to Central Zone Mayors and to the AUMA as an emergent resolution in the fall; and

 

Further be it resolved that the Government of Alberta be urged to consider reinstating the Red Deer Regional Hospital to the capital priorities list as identified in the 2015 Capital Submission for the purpose of ensuring timely and accessible health service equity for the citizens of the Central Zone.

9.2.

Notice of Motion Submitted by Councillor Tanya Handley Re: Speed on Green

 

The following Notice of Motion was introduced by Councillor Tanya Handley:

 

Whereas on January 20, 2017 during budget deliberations, Council adopted Speed on Green as a way to increase safety at high risk intersections in the City; and

 

Whereas Council Policy 3203-C Use of Traffic Cameras/Photo Radar was last updated March 9, 2010 and was not part of the budget deliberations; and

 

Whereas, following adoption of Speed on Green a public notification campaign was to occur for 3 months from April 10 to July 10, 2017 followed by warning tickets from July 1 to August 10, 2017 and actual fines beginning August 11, 2017; and

 

Whereas on May 11, 2017 the Provincial Government announced it is conducting a review of photo radar use across Alberta, including examining policies, photo radar site selections and revenue generated in each municipality;

 

Therefore be it Resolved that the City of Red Deer delay the issuing of fines generated by Speed on Green until such time as the Provincial review is complete this Fall, and continue with warning tickets to allow for further public safety education; and

 

Further be it Resolved that the City of Red Deer undertake a review of policy 3203-C Use of Traffic Cameras/Photo Radar in accordance with the results of the provincial review.

 

 

This Notice of Motion will be considered at the Monday, July 24, 2017 Regular Council Meeting.

Notice of Motion Submitted by Councillor Paul Harris Re: Electrical Infrastructure and Storage

 

The following Notice of Motion was introduced by Councillor Paul Harris

 

Whereas, two factors will have serious effects on municipal electrical infrastructure, 1) climate change adaptation, and 2) rapidly changing electricity demand in transportation, and

 

Whereas climate change events are becoming more frequent and stronger in nature, including wind storms, tornadoes, prolific rain events, extreme heat, flooding, and ice storms — all of which have influence on power lines, transformers, equipment, and also stress electrical demands; and

 

Whereas such events are causing serious damage to city and privately-owned electrical infrastructure (among others) which not only has a negative economic effect on our city’s operating budget but also individuals’ household budgets and creates health issues for many in our community; and

 

Whereas, there is a worldwide shift toward renewable energy with an emphasis on electricity and electrical storage systems; and

 

Whereas, the electrification of the transportation industry is evolving rapidly which will result in a new and growing demand on the city’s aging municipal electrical infrastructure which may put it at risk of failure; and

 

 

Whereas municipalities concentrate population geographically and continue to attract new citizens; and

 

Whereas we ask ourselves questions like “how will be manage climate change, while we maintain and adapt to growing demand on energy systems in a sustainable way?”;

 

Therefore be it resolved that administration bring forward an electrical infrastructure capital plan that addresses both the strengthening of our public and private infrastructure to enable our community to resist climate change in so far as it is possible, while meeting the electrical demand challenges that are imminent in the changing transportation sector; and

 

Further, that administration consider electricity generation, and storage solutions that mitigate electrical fluctuations resulting from factors outside municipal control; and

 

That a preliminary report to be brought to Council in conjunction with the 2018 capital budget with detail plans in subsequent capital budgets.

 

This Notice of Motion will be considered at the Monday, July 24, 2017 Regular Council Meeting.
